Free Domain?!?

I am looking to create my own website, though I refuse to pay for it, and I can't contact my ISP provider and acquire static IP b/c they charge for that. Where can I find a site that offers free hosting, like geocities use to allow?!

Reply:Have you tried MSN they have a place to create your own site for business I use and I even have a blog there too like my yahoo but much better
