Because Cable and DSL, for one thing are usually up/or on for hours on end, if not days or week at a time. Hence there is more and a longer opportunity to break firewalls. But this nowadays is not the way of get into computers. More often then not they get dumb young adults to download Trojan programs that make their computer zombie bots. What now with root kits it hard then ever to protect your computer system.
Reply:your question is a little unclear. But given the topics I would go with static addressing. A cable modem is still technically dynamic but may hold the ip address for a few days or weeks allowing hackers to find the computer easier. However, a dial up modem will get a new ip each time its connected which is most likely very frequently like hourly or daily.
