Sounds like a trick question to me. But, I don't know what the trick is.
Voltage is also called EMF, Electromotive Force.
So the answer seems to be all the above.

Reply:I disagree with Mr B voltage is the difference between the potentials of two points hence not a force. the electrom motive force is the work done in to bring a unit charge from infinity to that point .
gravity is a force masakela! so please do get ur concepts clear its acceleration due to gravity "g" that is an acceleration.
